The Survey Crew Lead is a key member of the Survey and Mapping Services Group and reports to the Chief Surveyor for the Engineering and Design Services Group of the Planning and Development Division of Seattle Parks and Recreation. The Survey and Mapping Services Group provides technical oversight and support for the entire Seattle Parks and Recreation system related to land boundaries, mapping, CADD, construction control and GIS integration by providing survey and mapping for parks/facility improvements, review of consultant surveys, public works construction and as-built locating, monitoring and condition assessments, survey and CADD standards development, land and CADD records management, troubleshooting/planning, advice and coordination regarding various technical matters pertaining to property, boundaries, easements, encroachments, facilities and policies both within Parks and as related to the City of Seattle as a whole.


JOB RESPONSIBILITIES:
The successful candidate will provide a wide array of land surveying services to the staff within the Engineering and Design Services Group, Property and Acquisition Services and Planning and Development Division along with maintenance, operations, recreation and natural resources staff throughout Seattle Parks and Recreation. Typical responsibilities include assisting in the management of survey projects while supervising a field crew in the delivery of professional boundary, topographic and other surveys to industry and City of Seattle standards. This candidate's responsibility will include but not be limited to implementing and integrating the latest survey equipment and hardware used to locate and map topographic, boundary and right-of-way features for Capital Improvement Projects, Encroachments, Construction and Monitoring projects with complex software while serving as a technical and safety expert for field procedures for the Survey and Mapping Services Group.


Supervise and lead field crew in the performance of precise field surveys for control traverses, boundary surveys, topographic surveys, route surveys, monitoring/deformation surveys, facility as-built surveys and civil construction layout using current technology including robotic total stations, data collectors, 3D Laser Scanning, UAV and terrestrial photogrammetry, GPS and digital leveling equipment
Research data for boundary determination, property acquisitions and lot boundary adjustments as well as for rights-of-way, easements, and utility locations for mapping
Calculate and draft survey information with Autodesk Civil 3D and other surveying software
Independently perform professional field surveys with limited direction
Direct, train and mentor staff on field and office survey methods, procedures and jobsite safety protocols
Make independent professional judgments required to establish control networks, locate boundary evidence and stake civil construction improvements
Perform error analysis, quality control and quality assurance on completed field work
Prepare and maintain field notes and maintain pertinent digital survey data records
Provide estimates for survey projects including field crew time, research and office time
Coordinate and cooperate with other agencies, departments, divisions and private entities as well as members of the community, private land owners and the public park users
Serves on internal and external committees concerned with standardization and improvement of procedures, methodologies, and technology
Participate in meetings to coordinate the Survey and Mapping Services' participation in projects and promote surveying services within the City of Seattle Parks Recreation and other city departments for business development and new client development
QUALIFICATIONS:
Required Qualifications:
Requires four years of Civil engineering experience and an Associate Degree in Civil Engineering Technology or two years of college level coursework in engineering and construction technology (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class)

Desired Qualifications:

Field experience utilizing robotic total stations, electronic data collectors, digital levels, static, RTK and VRN GPS equipment including the maintenance, care and adjustment of said equipment in the performance of field surveys
Experience utilizing AutoCAD Civil 3D with TDS, Trimble or Carlson survey programs to prepare finished maps and record drawings suitable for delivery or recording
Proficiency with Microsoft Office Software (Word, Excel, Outlook) and using the internet for research
A Bachelor's Degree in Land Surveying, Geomatics, or related or equivalent field
Three to five years of progressive experience in land surveying including field crew supervision
Experience performing survey office research and calculations, CAD drafting and map production
Experience with Trimble TBC software, TDS Fieldbook editing, Star*Net adjustment software and Esri ARC Map
Preferred Certifications: Washington State LSIT or PLS, CFedS, FAA Part 107, and/or UAV
Excellent oral and written communication and organizational skills with other agencies, departments and the public
Database management and record archiving experience
Proven ability to perform survey projects safely, on schedule and within budget
Ability to lead, train and motivate field and office staff
A track record of providing creative technical solutions

License, Certification and Other Requirements

Current Washington State driver's license or evidence of equivalent mobility. A five-year driver's abstract must be available upon request.

Work Environment/Physical Demands

Most work is performed is a field position with 80% of the time out of office expected.
Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
May be required to lift over 50 pounds.
May be required to stand, walk, or bend for extended periods of time.
Overnight travel may be required.
