Basic Purpose:

Under the direction of the City Surveyor and with minimum supervision, performs advanced technical and sub-professional engineering work in the office and field.

The Senior Survey Technician utilizes a high degree of skill and competency in making independent decisions in resolving problems and routinely provides leadership and/or direction to technical staff on assigned projects. Assumes the responsibilities of the City Surveyor during times of absence.

Essential Duties and Responsibilities:

•The following statements reflect the essential duties and responsibilities of this classification, but should not be considered an all-inclusive listing. The incumbent is also expected to meet the City's technical standards developed for this position and the standards for interpersonal and team behaviors, and customer contact. Incumbents may also perform other duties as assigned, including work in other functional areas to cover absences or to meet current workload needs.
•Assumes the responsibilities of the City Surveyor during times of absence.
•Under the direction of the City Surveyor, manages Survey crews for scheduling of projects. Briefs staff of work to be performed, answers procedural questions, and trains staff members to perform field survey work. Ensures that survey members have efficient use of time and equipment and that all safety methods and procedures are consistently observed.
•Manages projects including scope of work, consultants, and budgets. Modifies workload to assist with emergent problems, assignments, or projects.
•Interprets complex engineering plans for City projects, ensuring that the field work is consistent with the intent of the design. Evaluates the impact of proposed improvements on existing utilities and infrastructure to minimize construction delays.
•Assists in the management of Land Surveying, mapping, and right of way acquisition. Reviews, approves, signs, and seals right of way deeds and easements.
•Assists in the research of legal ownership, writing of legal descriptions, and preparing of right of way maps for large and small road projects.
•Reduces topographic field notes and data collector information to produce a topographic survey for the City of Lacey design team and outside consultants using the latest version of AutoCAD Civil 3D.
•Assists in the management of the City's Horizontal and Vertical control networks. Operates electronic survey instruments.
•Accurately records measurements and makes mathematical calculations to control the quality of survey work. Prepares neat, accurate, and concise field survey notes.
•Assists the GIS Coordinator in the creating and updating of GIS data for various utilities.
•Assists in the review of all Plats, Boundary Line Adjustments, Binding Site Plans, Condominiums, and Short Subdivisions, or any other means of subdividing property within the City of Lacey.
•Works with other Departments within the City, which may include the preparation of specialty maps. (i.e. Parks – 4th of July; Police – crime scenes; City Manager – emergency exits)
•Reviews construction plans, while implementing the City of Lacey Development Guidelines.
•Regularly takes initiative in recommending changes in work methods, policies, and procedures to improve levels of service delivery and improve overall operating efficiencies.
•Monitors day-to-day operations; anticipates and troubleshoots problems where needed.
•Handles complaints and answers citizen inquiries regarding public work issues to best of ability; responds quickly and appropriately to citizen inquiries, requests for service, and/or complaints.
•Routinely detects and prevents errors or mistakes that would prove costly or could seriously disrupt a City service or project.
•Represents the City at interagency meetings, committee meetings, or with contractors or citizen groups as assigned. Attends preconstruction meetings.
•Uses computers to perform engineering tasks related to section work, preparation of spreadsheets, design work, engineering modeling, AutoCAD, and other related applications.

Qualifications:

•Must possess a Washington Professional Land Surveyor License.
•Must possess a valid Washington State Driver's License at time of hire.
•Possession of or ability to obtain within one month a valid industrial first aid card and flagger's card.
•Must pass a background investigation.
•Must pass pre-employment medical testing for the ability to perform the essential functions of the position and maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
•Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.

Knowledge, Skills, and Abilities:

ABILITY TO:

•Lead and direct technical staff and effectively coordinate assigned project.
•Thorough knowledge of trigonometry and analytical geometry and their application to surveying.
•Knowledge of proper use and adjustment of surveying instruments and equipment.
•Knowledge of the sources and methods of obtaining data from survey records.
•Working knowledge of computers and their application to land surveying, engineering, mapping, project management, and/or design.
•Knowledge of proper right-of-way acquisition procedures.
•Skilled in drafting to prepare neat and accurate notes, drawings, sketches, field maps, and documents for filing with the County Auditor.
•Ability to read and interpret complex maps and property descriptions to establish and maintain records and files of survey data.
•Ability to instruct others in proper survey methods and procedures.
•Ability to search survey records, compile and analyze survey data.
•Ability to deal courteously and effectively with representatives of other organizations and the public.
•Thorough working knowledge of public works design and construction practices and methodologies (or land surveying methodologies) as appropriate to section responsibilities.
•Ability to perform technical duties in accordance with accepted engineering construction and or survey practices. Knowledgeable of pertinent standards, guidelines, manuals, and specifications. Must possess or have the ability to possess a working knowledge of the local agency guidelines and applicable local, state, and federal funding requirements.
•Demonstrated ability to develop and meet program goals and complete assignments on time.
•Ability to warmly greet the public and co-workers and clearly convey a sincere willingness to be of service and/or be open to resolving the situation at hand. Clearly explains self or answers when necessary. Takes the time to ensure message is easily understood. Closes all contacts courteously and appropriately.
•Looks for opportunities to build trust; is willing to provide explanations; follows up on answers; researches more data if needed; willing to be helpful; willing to negotiate schedule to accommodate other's needs; and is willing to use both good verbal and non-verbal behavior to show an open, accepting attitude.

KNOWLEDGE OF:

•Industrial first aid practices and pertinent safety regulations, standards, and guidelines.
•Ability to communicate effectively, both orally and in writing.
•Works in the field in all weather conditions and over rough terrain, when assigned field responsibilities.
