Basic Purpose:

The Associate Planner will perform long-range and current planning duties as assigned and provide information to the public and developers on the planning process. Long-range work assigned includes comprehensive planning, sub area planning/zoning studies, code development, and processing of annexations and related projects. Current planning will review applications for land development for compliance with applicable ordinances, guidelines, and standards relating to the proposed project. Associate Planners may independently conduct research, analyze planning issues, and prepare special reports as assigned. Depending on the assignment, the Associate Planner will report to the Community and Economic Development Director or the Planning Manager.

The Community and Economic Development Department is responsible for shaping our community and for the City's full range of community planning, land use development, environmental protection and construction code compliance.

The Department's mission is to enrich the quality of lives in Lacey for all our citizens by providing to the public timely and accurate assistance and participation in the development and implementation of the Community's Comprehensive Plan and Development Codes in order to ensure: a diversified economy providing family jobs, goods and services; safe, well designed and attractive neighborhoods; the highest quality of development and construction in the City; and the protection of our environmental resources and natural beauty.


Essential Duties and Responsibilities:

The following statements reflect the general duties and responsibilities of this classification, but should not be considered an all-inclusive listing. The incumbent is also expected to meet the City's standards for interpersonal and team behaviors and customer contacts. Incumbents may also perform other duties as assigned, including work in other functional areas to cover absences or to meet current workload needs.

Perform long-range planning duties which include the following:

•Supports Director and/or Planning Manager in working with Planning Commission, City Council, intergovernmental committees, and staff on public policy issues, planning procedures, special comprehensive plans, and regulatory ordinances.
•Responsible for development and implementation of long-range planning projects under general direction of the Planning Manager.
•Researches and analyzes population, land use, and statistical data and assists the Planning Manager with long-range planning and special research projects as assigned. Advises decision makers on planning procedures and processes with respect to assigned project or policy consideration(s) at hand.
•Assists with special implementation projects that foster economic enhancements; including assessment and analysis of long-range planning issues as related to economic development.
•Prepares ordinances and revisions of existing ordinances pertaining to land use and development, as assigned.
•Supports Director and/or Planning Manager in working with Planning Commission, City Council, intergovernmental committees, and staff on public policy issues, planning procedures, special comprehensive plans, and regulatory ordinances.
•Prepares ordinances and revisions of existing ordinances pertaining to land use and development, as assigned.
•Coordinates with regional agencies and other jurisdictions.

May perform current planning duties at the discretion of the Director, such duties include:•Reviews applications and site plans for compliance with applicable ordinances, guidelines, and standards relating to a specific land development proposal. Reviews and/or prepares appropriate correspondence, staff reports, and supporting visuals and documentation for processing of the applications through the City planning process under limited supervision. Recommends approval, denial, or alternative actions as appropriate. Presents written, oral, and visual reports to the public, community groups, professional organizations, Site Plan Review Committee, Hearings Examiner, Planning Commission, and Council; and provides interpretations and recommendations to assist decision makers in making informed decisions.

•Assists the public and developers in the field, at the counter, and over the phone with inquiries related to zoning considerations regarding land development and/or related issues.
•Acts as Development Review Team Leader regarding land use permit applications and/or projects.
•Reviews land use around the City on a regular basis to ensure consistency with regulations and plans; investigates and identifies violations of local codes and ordinances; under limited supervision requests remedies and follows up with appropriate enforcement action.
•Monitors and maintains economic development tracking system.

General requirements of the candidate include:

•May work an irregular schedule (morning, evening, and lunch hours) as required; and works overtime as assigned.
•Regularly takes initiative in recommending changes in work methods, policies, and procedures to improve levels of service delivery and improve overall operating efficiencies.
•Develops and recommends strategies for the Department to proactively respond to changing conditions and needs for citizen/service delivery.
•Monitors day-to-day operations; anticipates and troubleshoots problems where needed and assures staff responds quickly and appropriately to citizen inquiries, requests for service, and/or complaints.
•Routinely detects and prevents errors or mistakes that would prove costly or could seriously disrupt a City service or project.
•Usually perceives when non-routine activities are required and offers to help without needing to be asked. Makes efforts to modify workload to assist with an emergent problem, assignment, or project whenever feasible.
•May oversee the work of part-time, seasonal, or temporary help. May supervise work of Assistant Planners on projects as assigned by the Director.

WORKING CONDITIONS:

Work will be primarily in the office with some time spent in the field. This may include working on busy streets and/or over rough terrain.

Qualifications:

The typical qualified applicant will have a Bachelor degree in Urban Planning or a related field and three years of work experience within both current and long-range planning OR any combination of experience, education, and training that would provide the level of knowledge and ability required. AICP membership or education and experience necessary to qualify to take the AICP exam desirable.

•Must pass a background investigation.
•Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
•Must have a valid Washington State driver's license and a driving record acceptable to the City and the City's insurance carrier.
•Verification of identity and United States work authorization must be complete a required by the Immigration Reform and Control Act.


Knowledge, Skills, and Abilities:

Knowledge of:

•Comprehensive Plan and public policy development processes.

•Zoning, subdivision concepts and processes.
•Landscape planning, both as to principles of site design and use of plant materials.
•Washington State Growth Management Act.
•Washington State shoreline management, environmental review procedures, and requirements.

•Laws underlying general plans, zoning, and land divisions.
•Current literature, information sources, and research techniques in the field of urban planning.
•Operation of personal computers, including word processing and related software, and permit tracking systems; may involve experience with GIS systems.

•Conduct and analyze planning studies and present the findings in an understandable manner.

•Willingness to work through lunch meetings, after business hours, and attend evening and early morning meetings as required.
