The Opportunity
Washington State Department of Transportation is currently seeking a Transportation Engineer 4 to manage the Survey and Right of Way (ROW) sections of the Olympic Region (OR) Plans & Design Support Office. Leading a team, this position provides independent direction and supervision to survey personnel performing advanced engineering work in the collection and analysis of ROW control, monumentation, property boundaries, and other related issues. The Transportation Engineer 4 provides expert advice on surveying issues and contributes to the office's mission by providing oversight of all ROW plan modification processes, which allow ROW acquisitions to occur, and makes possible the delivery of OR projects. Headquartered in Lacey, WA, the Olympic Region may be the most dynamic in terms of climate, as it includes key portions on the Interstate-5 corridor through Pierce and Thurston County, as well as the entire Olympic peninsula which extends to the Pacific coast. ROW Plans and survey work are needed for a large variety of projects including fish passage, bridge and pavement preservation, capital improvement, and safety improvement.

Qualifications
To be considered for this opportunity, the following are required:
Eight (8) years of demonstrated experience in surveying with at least four (4) years of cadastral surveying experience OR-
One (1) year of experience as a Transportation Engineer 3 or equivalent level work, such as a Bridge Engineer 3 or Transportation Planning Specialist 3 with at least four (4) years of cadastral surveying.

In addition to one of the above, the following are also required:
Possession of a valid Washington State Land Surveyor In-Training (LSIT) certificate.
Possession of a valid Washington State Professional Land Surveyor (PLS) license, or ability to obtain within twelve (12) months of appointment.
Demonstrated experience in understanding and interpreting title reports, deeds, easements, and other instruments used for the transfer of property rights.
Skills to effectively communicate technical information, both verbally and in writing, to a diverse audience including those with non-technical backgrounds.
Demonstrated experience supervising staff, with skills in mentoring, coaching, and team building.
Proficient in operating Windows-based computer software, such as MS Office Suite and virtual meeting software, such as MS Teams.
Possession of a valid driver's license to operate vehicles in Washington State.
Ability to traverse rough, steep, and uneven terrain during a limited amount of work that is performed outdoors.
