Job Summary
This posting is open until filled, first review August 9th, 2021.

The purpose of this position is to perform survey projects necessary to determine the authoritative and precise boundary locations for City capital design and construction projects, parcels, easements and right-of-way corridors. Plan, lead, execute, and track multiple and simultaneous complex land survey projects through every stage of progress to completion and delivery for the City of Vancouver. Manage additionally assigned programs.

This is a full-time, regular, non-exempt position covered by the provisions of an agreement between the City and the OPEIU union.

The schedule for this position is M-F, 7:00 am to 3:30 pm.
Job Details
Essential Functions
• Prioritize and coordinate production of multiple concurrent design survey projects as assigned. Plan, schedule, and execute the production and delivery of design survey projects. Lead and direct a team to accomplish these projects as needed. Provide survey project cost estimates.
• Prioritize, coordinate, and calculate positional control required to support construction by providing stakes in the field and supporting documents for multiple concurrent capital construction projects and programs as assigned. Operate a city vehicle in a safe and appropriate manner on and between worksites
• Create existing boundary models and reconcile with field evidence to provide boundary solutions and defendable opinions on property boundary, rights of way and easement locations in relation to the city’s interests and capital projects.
• Review documents from other departments and the work of survey staff for accuracy, proper work methods and techniques, and compliance with applicable specifications and time schedules.
• Research, decipher and evaluate a variety of engineering plans and public land deed records in answering inquiries related to property rights, legal descriptions, civil engineering plans, and as-built records. Assist the public with inquiries related to city owned right-of-way records and documents.
• Coordinate the research and review production of maps, surveys, and records for city departments, outside agencies and the public; coordinate the creation and presentation of as-built data.
• Coordinate survey elements of public works projects with applicable county, state, and federal officials and other relevant agencies and parties.
• Review final plats for compliance with VMCs, WACs and RCWs
• Perform related duties and responsibilities as assigned.
Qualifications
Experience and Education
• Minimum of four (4) years of related experience in land surveying.
• Equivalent to an Associate's Degree in land surveying, civil engineering, or related field.
• Equivalent combinations of education and experience may be considered.
Computer Skills
• Proficient in Land surveying, mapping and research software, preferably Autodesk Civil 3D, Trimble Business Center, Trimble Link, Trimble Access, MicroSurvey Starnet, and/or Clark County Maps Online website.
• Intermediate skills in Microsoft Word, Excel, and Outlook.
Required Licenses and/or Certifications
Possession of:
• Land Surveyor in Training certificate (LSIT) preferred
• Appropriate, valid driver’s license
Ability to Obtain:
• Valid CPR/First Aid card within six (6) months of hire
• WA State Traffic Control - Flagger card within six (6) months of hire
Knowledge
• Possesses and applies a comprehensive knowledge of the principles and practices of land surveying, GPS surveying; the state plane coordinate system, grid to ground conversions, PLSS terminology and procedures.
• Familiar with the basic principles and practices of civil engineering: including hydrology, soils, water and sewer utility design, traffic signal and street lighting design, roads, retaining walls, bridges and basic structures
• Principles of lead supervision and training
• Legal principles and precedence applicable to public and private property rights and boundaries.
• Legal evidence and topographic data required to produce complete and accurate boundary surveys for official recording in accordance with state law.
• Detailed knowledge of the RCWs, WACs, VMCs regarding land boundaries and surveying and experience to apply those laws accurately and correctly to the city’s survey activities.
• Terminology, methods, practices, and techniques of presenting collected field evidence and data clearly and concisely in a digital (CAD) environment.
• Comprehensive Trigonometry principles as applied to the computation of angles, areas, distances, traverses, and identifying and eliminating errors to meet the required level of accuracy and precision.
• Materials, methods, and procedures of modern construction
• Familiar with soil mechanics and geology concepts related to earth settlement and movement.
• Engineering design plans, maps, records; construction contracts, plans and specifications.
• Applicable federal, state and local laws, regulations, codes, and department procedures governing assigned surveying duties.
• Modern office procedures, methods and computer equipment
Abilities
• Lead, train and evaluate the work of land survey staff.
• Analyze complex civil engineering design plans to detect and identify faulty design and function at a stage prior to permanent installation.
• Calculate, upload and stake in the field all the necessary construction reference stakes necessary for large capital projects.
• Plan, schedule and perform complex land surveying and mapping work to be completed within the specified timelines.
• Analyze field and record evidence in relation to state laws to make sound boundary determinations.
• Reduce, interpret, and apply field data and evidence in the performance of land survey duties.
• Mathematically calculate and model existing land boundaries to facilitate field search for evidence and monumentation.
• Produce complete and accurate boundary surveys to meet the requirements of the Washington State Survey Recording Act.
• Effectively write and interpret complex legal descriptions
• Understand and interpret engineering plans, details and specifications.
• Skillfully and efficiently use computer aided drafting and design (CADD) equipment and software.
• Interact professionally and firmly with contractors, engineers, and property owners.
• Prepare accurate engineering and land survey records, reports and data.
• Store, maintain, access and reference historical survey and right-of-way records of the city and make those available to the public as required by law.
• Use algebraic formulas, trigonometry functions and statistical mathematics to accomplish the precision and accurate level of work required by law.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain cooperative working relationships with those contacted in the course of work.
• Operate an engineering workstation with standard project management software and survey specific software.
• Work in a manner consistent with the City of Vancouver’s Operating Principles;
• Work and act as a team player in all interactions with other City employees;
• Resolve problems with other groups and representing the survey team and the City of Vancouver
• Provide a high level of customer service at all times
• Project and maintain a positive image with those contacted in the course of work

• Maintain regular and dependable attendance
