Position Description:

The Chief Surveyor provides professional land surveying direction in the documentation, preparation, coordination, evaluation and analysis of dam safety instrumentation monitoring, land boundary locations and property rights issues. Their responsibility includes the supervision, training and evaluation of personnel within the survey group.

Essential Duties:
  • Coordinate and evaluate dam safety instrumentation readings per Federal Energy Regulatory Commission (FERC) schedule requirements
    Coordinate, plan and direct the activities of survey crew(s) involved in all types of surveys for city projects.
    Prepare or review records of survey, boundary line adjustment surveys, subdivision surveys, Federal Energy Regulatory Commission (FERC) project boundary drawings, land corner records, D.N.R. monument removal permits, right-of-way permits and aquatic land permits
    Maintain horizontal and vertical survey control networks.
    Prioritize and coordinate work schedules between field and office personnel; receive survey assignments; compile and review surveying data and information to assure efficient and timely completion of projects.
    Review proposed and existing statutes, ordinances, common laws and water rights related to land surveying.
    Provide technical assistance to subordinates as necessary; review field notes and computations; instruct and advise crews concerning difficult projects; verify vertical and horizontal control right of way and property boundary lines
    Determine and prepare cost estimates for survey and construction projects; prepare estimates for other departments as requested; forecast long range survey costs.
    Communicate with various internal and external customers, outside organizations and agencies and the general public to coordinate work and to provide and receive information and services related to survey work activities.
    Supervise, train and evaluate personnel; recommend promotions; assign and review the work of assigned staff.
    Assist in the preparation of the budget and technical education programs.
    Draft or review surveys, legal descriptions and exhibits for easements, deeds, permits, agreements, and court documents.
    Coordinate the collection, plotting, and verification of horizontal and vertical movement of dam instrumentation as required by the Federal Energy Regulatory Commission (FERC).
    Maintain a variety of files, records and reports related to personnel and survey work activities; assist in research and provide copies of current and historical survey records in a timely manner for public disclosure requests
    Perform related incidental duties as assigned.
    Physical Requirements and Working Conditions:
    Position may be required to navigate and cover considerable distances including steep and uneven terrain.
    Working in confined spaces on top of tall structures and on water bodies from a boat
    Work includes indoor and outdoor environment; subject to driving from site to site.
Qualifications
Graduation from high school or equivalent or vocational school preferably supplemented by engineering-related college-level courses
AND
Five years' increasingly responsible experience in field survey work including two years in a supervisory capacity directing the operation of a survey crew(s)

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS

Valid Washington State driver's license at time of appointment and maintenance thereafter.
Current Professional Land Surveyor's license at time of appointment and maintenance thereafter.

Salary Range: $97,219.20 - $118,144.00 Annually

The Supplemental Questionnaire responses will be evaluated on the basis of information provided; the evaluation committee will not have access to the application form or any attachments provided by the candidate. Per Tacoma Municipal Code 1.24, applicants much achieve a minimum passing score of 70% on the Experience and Training Test in order to be placed on the Eligible List for hiring consideration for this position.

The City of Tacoma is a Drug Free Workplace per Personnel Rule #170; appointment is subject to passing a background check and a pre-employment medical exam and drug screen. This position is covered by a Labor Agreement between the City of Tacoma and Local 17. New employees must successfully complete a nine-month probationary period prior to obtaining permanent status in this classification.
