DEFINITION:

The purpose of this position is to perform survey tasks in support of projects necessary to determine the authoritative and precise boundary locations for City capital design and construction projects, parcels, easements and right-of-way corridors. Execution of multiple assigned land survey tasks through every stage of progress to completion of the entire project and delivery for the City of Vancouver. Execute additionally assigned programs.

Position Status: This is a full-time, regular, non-exempt position.

Work Schedule: The schedule for this position is M-F, 7 am to 3:30 pm

Union Status: This position is covered by the provisions of an agreement between the City and the OPEIU Union. Regular employees in this position are required to pay union dues.

FUNCTIONS:
Calculate, upload, and stake positional control points for proposed capital improvements for multiple construction projects as assigned by city survey staff. Coordinate access and availability with other organizations and departments. Operate a city vehicle in a safe and appropriate manner on and between worksites
Coordinate and independently perform the collection of field data, such as topographic and boundary monumentation, for multiple design survey project tasks as assigned by city survey staff. Download data and evaluate for completeness and accuracy.
Perform the production of maps, surveys, and data for city departments, outside agencies and the public; create as-built measurement documents.
Review final plats for compliance with VMCs, WACs and RCWs
Review the work of other employees for accuracy, error checks, and quality control.
Review, decipher and evaluate a variety of engineering plans and public land deed records in answering inquiries related to legal descriptions, civil engineering plans, and as-built records.
Coordinate public works projects survey elements with applicable county, state, and federal officials and other relevant agencies and parties.
Perform related duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS:
Education
Equivalent to an Associate's Degree in land surveying, civil engineering, or related field.

Experience
Together with Two (2) years of progressive related experience in land surveying.

Equivalent combinations of education and experience may be considered.

Computer Skills
Proficient in land surveying, mapping and research software, preferably Autodesk Civil 3D, Trimble Business Center, Trimble Link, Trimble Access, MicroSurvey Starnet, and/or Clark County Maps Online website.
Intermediate skills in Microsoft Word, Excel, Outlook.

Required Licenses and/or Certifications
Possession of:
Appropriate, valid driver's license
Land Surveyor in Training certificate (LSIT), preferred.
Ability to Obtain:
Valid CPR/First Aid card within six (6) months of hire
WA State Traffic Control - Flagger card within six (6) months of hire

Knowledge
Possesses and applies knowledge of the fundamentals of land surveying, GPS surveying; the state plane coordinate system, grid to ground conversions, PLSS terminology and procedures
Familiar with basic principles of civil engineering: including hydrology, soils, water and sewer utility design, traffic signal and street lighting design and basic structures
Familiar with the legal evidence and topographic data that is required to produce complete and accurate boundary surveys and the ability to recognize and collect that data in the field
Applicable federal, state and local laws, regulations, codes, and department procedures governing assigned surveying duties to include knowledge of the RCWs, WACs, VMCs regarding land boundaries and surveying, along with the experience to apply those laws accurately and correctly to city surveys
Terminology, methods, practices, and techniques of presenting collected field data in a digital (CAD) environment
Trigonometry principles as applied to the computation of angles, areas, distances, traverses, and identifying and eliminating errors to meet the required level of accuracy and precision
Materials, methods, and procedures of modern construction related to public works type projects.
Familiar with soil mechanics and geology
Engineering maps, records, construction plans and specifications
Modern office procedures, methods and computer equipment
Use of personal computers and basic software

Abilities
Analyze complex civil engineering design plans to detect and identify faulty design and function at a stage prior to permanent installation
Coordinate, schedule and perform complex land surveying and mapping tasks to be completed within the specified timelines
Collect field and record evidence in relation to the state laws for making sound boundary determinations
Quality check and present the collected boundary evidence and topographic data in a CAD environment for design use by others
Reduce, interpret, and apply field data in the performance of land survey duties
Mathematically calculate and model existing land boundaries to facilitate field search for evidence and monumentation
Interpret and model complex legal descriptions
Understand and interpret engineering plans, details and specifications
Effectively use computer aided drafting and design (CADD) equipment and software and to manipulate data points into and out of the CAD environment
Interact professionally, proactively and appropriately with contractors, engineers, and property owners
Prepare accurate engineering and land survey records, reports and data
Use algebraic formulas, trigonometry functions and statistical mathematics to accomplish the level of work described herein
Communicate clearly and concisely, both orally and in writing.
Establish and maintain cooperative working relationships with those contacted in the course of work
Operate an engineering workstation computer with standard task management software and survey specific software
Knowledgeably maintain and adjust survey equipment and instruments.
Work independently with limited direction in an efficient and productive manner
Work in a manner consistent with the City of Vancouver's Operating Principles
Work and act as a team player in all interactions with other City employees
Provide a high level of customer service at all times
Consistently provide quality service
Maintain regular and dependable attendance
